* *  I serve as spiritual head of this international non-profit organization that is an outgrowth of an initiative I started at LBNL.  As Board President, I manage the operations of CLASP's Board, supervise the Executive Director, guide the strategic planning, and frequently represent CLASP at international events.

* *  Before retiring, I served as head of a group of 120 researchers in the field of energy policy analysis.  Besides my administrative chores, I also (1) oversaw and participated in the Collaborative Labeling and Appliance Standards Program (CLASP); (2) oversaw and participated in various energy efficiency projects in developing countries for the U.S. Agency for International Development's Office of Energy, Environment and Technology; and (3) oversaw a project to develop reflective deeply colored roofing materials.  In my first two years at LBNL, I established and headed the Washington, DC Project Office for the Energy & Environment Division.  In that role I facilitated communication between 300 researchers in Berkeley and their primary funding clients in Washington, DC in addition to my technical work.

* * My partners and I originated, developed and patented the Xen-Wall Building System, a passive solar building system based upon principals of "uniform radiant conditioning."  This construction technique achieves a controllable radiant comfort envelope while providing a significant net solar heat gain.  Homes and offices were constructed in six states successfully utilizing the Xen-Wall Building System during my tenure.


1976 - 1981:

* * S. Wiel & Associates was a consulting company offering services in (1) statewide energy planning, (2) energy audits of residential and commercial buildings, (3) design of solar heating systems, (4) technical and economic feasibility studies, (5) transportation systems planning, (6) environmental impact assessment, (7) regional air pollution control planning and, (8) noise assessment and abatement.

* * After receiving my Ph.D., I continued full time with an independent consulting practice which began in 1969 while I was attending the University of Pittsburgh.  The subject of my consulting was primarily benefit-cost analysis of road and airport projects, environmental impact assessment for transportation projects and evaluations of air pollution control effectiveness.


1961 - 1968:

McDonnell Douglas Corporation (Douglas Aircraft Company)

* * For the three years prior to my leaving Douglas, I was Project Manager of a research and development contract with the Air Force to develop thermal protection systems for advanced re-entry vehicles.  For two years prior to that I performed systems analysis of space defense concepts.  In my first two years out of college I was a group engineer responsible for the design and testing of thermal protection systems for various missile and space vehicle applications.

NEVADA PUBLIC SERVICE COMMISSION OPINIONS AND ORDERS

As a Public Service Commissioner, I presided over 140 dockets in which I wrote formal Opinions and Orders (available as computer printout).  Each Opinion and Order is a legal document in the records of the State of Nevada.

NARUC CONSERVATION COMMITTEE

As Chairman of NARUC's Conservation Committee for the four years 1986 through 1989, I initiated and oversaw the publication of several seminal documents.  The most significant of these are listed here:

David Moskovitz, "Profits and Progress through Least-Cost Planning," NARUC, November 1989.  This report was a seminal work on the theory and mechanics of incentive rate making for electric utility companies.

"Resolution in Support of Incentives for Electric Utility Least-Cost Planning" adopted by NARUC November 15, 1989.  This resolution is an outgrowth of the 1st NARUC LCUP Conference held in April 1988 and initiated the "incentive regulation" movement in the electricity industry by urging Commissioners to ensure that "implementation of a utility's least-cost plan is its most profitable course of action."

Florentin Kraus and Joseph Eto, "Least-Cost Utility Planning Handbook for Public Utility Commissioners, Volume 2 The Demand Side: Conceptual and Methodological Issues,"  NARUC, December 1988.

"Least-Cost Utility Planning Handbook for Public Utility Commissioners, Volume 1," NARUC, October 1988.  This was the first publication resulting from U.S. DOE's LCUP Program and was instrumental in fostering integrated resource planning throughout the U.S.

"Resolution on Appliance Standards" adopted by NARUC November 19, 1986.  This resolution allowed me to present key testimony before Congress (Part 2, Item 36) supporting federal preemption of energy efficiency standards for appliances.
